Kira's Kingdom has its benefits, like the lack of crime, but what would happen when Light eventually died? He's only human. He'd obviously pick a successor, but nobody could ever be as thorough as he was. They'd slip and the world would go back to its original way.

I guess so. L and Light were the two that were the most thorough of all, though. Light just trusted Mikami too much.
